    Thanks for explaining this! Does that mean you have to buy each tile to the edge of the map before you can do this? Now when I try to do it it says I can’t build outside of the city limits.

      Yes, you’re going to need to buy the tiles or unlock them. You have to get to the VERY edge, and connect it as if there is something there. Once it is at the most edge, it will begin to work. You have to have a fairly big city to do this.
