To make a Glass Smelter, you will need 5x Copper Bars and then craft the item at the Copper Workbench. This crafting station was added in the Paws & Claws update on May 10th, 2023 along with the Copper Workbench. It’s officially described as a “handy furnace [that] can turn any sand block into useful glass.” It enables players to then craft Glass Pieces using sand blocks.
