To unlock the Gongaga Trading Shop, you will need to complete the mission M2-3-1 Unidentified Monsters. Once complete, the reward for the mission will be unlocking this shop. Then, to get to this shop going forward, you can go to by using the menu system (rather than going to a physical location).
