What is Winter Snow Sugar Gnome?

Winter Snow Sugar Gnome is is a figurine made out of snow of a Sugar Gnome, which is sometimes used to provide cover for real Sugar Gnomes during a snowball fight.

Who else could have built them other than the brilliant helpers of the Kingdom themselves? Sometimes the actual Sugar Gnomes use the snow figure Sugar Gnomes as cover in snowball fights.
