How to Get the Blue Book
To get the Blue Book, you will need to have obtained the Blue Potato and have it in your backpack, and then you will need to go to Mystical Cave in Dazzle Beach. You will go down the steps until you see a glowing, rectangular-shaped item hidden just behind a stone arch.
The Blue Book is described as, “The cover is blue. The pages are blue. The text is blue. Not exactly a page-turner.” It is one of five items needed to create the Brilliant Blue Potion. The other items include: 1x Blue Potato, 1x Blue Shell, 1x Blue Starfish, and 1x Blue Gem.
Potions are just one type of item that can be crafted in the game. Disney Dreamlight Valley is all about crafting, refining, and building things, whether that’s to progress in the game, meet quest objectives, or simply to give you the ability to express yourself with various customization abilities.

Anyone else having issues getting the blue book? Blue potato and blue shell are on me… i go to the bottom of the cave… i don’t see the blue book and it doesn’t allow me to cross the stones… anyone else?
nevermind… i gave up and got the starfish first, then came back and the book was there. not sure if its like that for everyone, but i didn’t see any ‘order’ listed in any guides… may be helpful to know.
I had the same issue. I had to leave the cave, get the starfish, and return to the cave. Then the blue book was visible.
