To get Question Pack 2 in Sea of Stars, you need to go to Brisk on Sleeper Island and win B.S Roulette against Edward Roulette. To win, speak to the shady character just north of the entrance to B.S Roulette, and he’ll give you the winning number for 90 Gold. Then head back to B.S Roulette, speak to Edward Roulette, choose the winning number, and you’ll get Question Pack 2 in Sea of Stars.
