To find Question Pack 9 in Sea of Stars, in a locked chest behind the Repine Equipment Shop door. To open it, you need to find four data strips.

  • The first can be found in Repine.
  • The second can be found in Cerulean Reservoir.
  • The third can be found in the Speedball Network Station
  • And the fourth can be found in the Flashmancer’s Lair.

Take the four strips back to Repine to Serai’s workshop to turn them into a Cypher to open the chest.
