Octopath Traveler II is a follow-up, roleplaying game that takes place in Solistia, a land that holds the eastern and western continent that has been divided by the sea. How to unlock Windy Refrain EX Skill

To unlock Windy Refrain EX Skill in Octopath Traveler II, you will need to bring Anea to the Altar of the Lady of Grace, which is located in the Leaflands on the Northern Wellgrove Trail. You’ll need to be able to defeat enemies that are Level 18 or higher. The EX Skill can be learned at the altar, and the skill is described as, “Deal wind-based damage to all foes, and cause your allies to act first on the next turn.” It will cost 18 SP.

To get to the Dancer’s Altar, you’ll need to fast travel to Cropdale in Leaflands before heading east toward the Eastern Cropdale Trail. You will follow the trail southwards until you arrive at the Sothern Cropdale Trail and follow that path to the west. Once you reach the Northern Wellgrove Trail, go north until you reach a tree that has a hidden cave nearby.

Altars are used to unlock one of a character’s EX Skills, and they are located throughout Solistia. They can sometimes be hidden from plain view, but you’ll see them on the map with a candelabra-like icon. Each altar will only allow the required character to interact with it. There are eight Altars to be discovered in the game.
